List of lobbying targets

The NAOF maintains a list of the lobbying targets in Parliament and ministries to be disclosed to the Finnish Transparency Register.

A lobbying target is added for each subject in the disclosure of activities. The main method of communication is selected for each target.

The following lobbying targets are reported to the Finnish Transparency Register:

  • a Member of Parliament

  • a Member of Parliament's personal assistant

  • a staff member of parliamentary groups

  • a minister

  • a special adviser to a minister

  • a state secretary appointed for a minister's term of office

  • a public official of the Parliamentary Office

  • a public official of a ministry, or

  • a rapporteur appointed by a ministry.

The lobbying target is named in the Transparency in the case of:

  • a Member of Parliament

  • a minister

  • a special adviser to a minister

  • a state secretary appointed for a minister's term of office

  • the Secretary-General or Deputy Secretary-General of Parliament

  • the Permanent Secretary or a director general of a ministry, or

  • a rapporteur appointed by a ministry.

The following information is given for other public officials of the Parliamentary Office: the department, unit, committee or other corresponding part of the organisation. In the case of political assistants and the staff of the parliamentary groups, the parliamentary group they represent is disclosed.

For other public officials of the ministries, the organisation, department and unit are disclosed.

Contact method

Contact method is linked to every lobbying target:

  • face-to-face meetings

  • online meetings

  • telephone calls

  • e-mails

  • text messages

  • messaging, for example on social media channels

  • other contact methods.

Issues to be noted

The organisation, department and unit of the lobbying targets are disclosed to the Finnish Transparency Register under the law. All functions, groups or other forms of organisation cannot be found in the list. In this case, it is the department or ministry of the lobbying target that is disclosed.

As a rule, the lobbying target is entered as accurately as possible. If the list also shows the name and title of the person, these must also be disclosed to the Transparency Register. Members of Parliament serving as ministers are found in the list as ministers, not as MPs.

If an official of Parliament or a ministry cannot be found by name, they should be disclosed as accurately as possible to the Register.

Actors that fall outside the scope include, for example:

  • in the field of diplomatic service, embassies and missions,

  • government agencies,

  • Members of the European Parliament and EU officials and

  • candidates in elections and the employees of a party office if they are not lobbying targets in their other role.

List of all lobbying targets

To make it easier for organisations to monitor the lobbying targets, the NAOF maintains a list of the targets and updates the list every three months (at the end of March, June, September and December). However, the same information on lobbying targets can also be found in the disclosure of activities submitted to the Transparency Register.
