Registration authority

The use of the Finnish Transparency Register is overseen by the National Audit Office of Finland.

In the Transparency Register Act, the National Audit Office of Finland (NAOF) has been designated as the registrar of the Finnish Transparency Register and the authority overseeing the disclosure obligation. The duties of the registration authority have been included in the NAOF's independent audit and oversight tasks.

As the registrar and oversight authority, the NAOF, for example,

  • guides and advises those subject to the disclosure obligation (disclosers) to submit the disclosures referred to in the Act;

  • verifies that the registered disclosers have submitted disclosures of their lobbying and lobbying consultancy activities

  • investigates suspected non-compliance with the disclosure obligation and, if necessary, urges the discloser to submit a new disclosure, supplement a disclosure already made, or file a report on the matter

  • maintains and develops an electronic register

  • prepares an annual report on the activities and oversight of the Register

  • submits a report to Parliament on the activities and oversight of the Register for each parliamentary term.
