The new year opens a door to more transparent decision-making
A new page in the history of open government is turned when the Finnish Transparency Register is introduced at the beginning of the new year. The purpose of the Transparency Register is to improve the transparency of decision-making, combat inappropriate lobbying and strengthen citizens' trust in democracy and the rule of law.
Those engaged in lobbying can register with the service portal as from 1 January
A registration form, with which those engaged in lobbying can register with the system, opens in the Transparency Register on 1 January 2024.
Those subject to the disclosure obligation have three months to submit their registration. The last day of registration is 31 March 2024. Starting from 2024, each new actor should register no later than on the date on which they start lobbying or when the limit for small-scale lobbying is exceeded.
Registration via the service portal of the Transparency Register has been made as easy as possible. In addition, we have published guidelines in both writing and video on our website to support registration.
Disclosures of lobbying activities can be submitted as from 1 July
In the first year of the Finnish Transparency Register, information on lobbying activities is collected starting from April and disclosed to the Register during July and August. In the future, disclosures of lobbying activities are submitted every six months, and the disclosures contain information on the activities of the previous six months.
First important dates:
1 January 2024 Registration with the Finnish Transparency Register begins.
31 March 2024 Last day to register with the Finnish Transparency Register for the actors already engaged in lobbying. All new actors, in turn, must register no later than on the date on which they start lobbying or lobbying consultancy or when the limit for small-scale lobbying is exceeded.
1 July 2024 Submitting disclosures of lobbying activities for the period April–June 2024 begins.
31 August 2024 Last day to submit a disclosure of lobbying activities for the period April–June 2024.
