Starting in July, financial information must be disclosed once a year

The next disclosure period of the Finnish Transparency Register begins in July. Starting this summer, financial information on lobbying activities must also be reported to the register.

During July and August, the subjects, targets, and methods of communication of lobbying activities carried out in the first half of 2026 must be reported to the Transparency Register. For the first time, financial information on lobbying activities of the previous year must also be reported to the register.

The financial information shall only be reported once a year as part of the summer disclosure of activities.

Financial information must be reported if the organisation has been in the register for the entirety of the previous year, in this case 2025. In this case, the organisation must disclose the financial information on its lobbying activities for 2025 in connection with the disclosure of activities for the first part of 2026.

The financial information is, however, not disclosed if the lobbying activities have remained small-scale in the full previous calendar year. The information is also not disclosed if the discloser has not carried out any lobbying or lobbying consultancy activities.

Financial information to be disclosed

The report must contain the following financial information:

  • total number of people who participated in lobbying activities and their total full-time equivalents

  • marketing and representation expenses of lobbying activities

  • costs of purchased lobbying consultancy services.

Organisations providing lobbying consultancy services, such as communications agencies, must disclose the turnover of their lobbying consultancy activities.

Financial information of all lobbying activities reported to the transparency register during the previous year must be disclosed. Providing financial information can be facilitated by reviewing your organisation's disclosure of activities from the previous year.

More specific guidance on reporting provided

This year, the Transparency Register guidelines have been refined and clarified within the system to make submitting the disclosure of activities even smoother.

Furthermore, regarding contacts made with members of parliamentary groups, a distinction will be made in the future as to whether contact was made with a Member of Parliament, a Member of Parliament's assistant, or any other member of the parliamentary group’s staff. This clarifies the disclosure regarding who have been contacted for lobbying purposes.
